Yes, it is true. 

As a distressed underwater homeowner, working with your lender to avoid foreclosure by doing a short sale of your home, you may not receive any of the net proceeds from the sale home since those proceeds go to settling your mortgage, and any other liens you might have against the home. However, there are a number of incentive programs, run by both the government and by some lenders, that pay cash of  up to $20,000, or even more to homeowners upon successfully completing a short sale.

You're probably wondering why a lender would pay cash for you to short sale your home, when they are already losing money and accepting less than what you owe on your mortgage. Well in most cases it's cheaper for the lender to pay you for the short sale then to spend the time and money on foreclosing. So much cheaper that they may even give few extra thousand dollars your way.
